ARTICLE I
GENERAL CONCEPTS
RESPECT FOR THE GROUNDS OF THE RED RIVER VALLEY SPEEDWAY
The Red River Valley Fair Association, a North Dakota non-profit corporation, operates the Red River Valley Speedway [hereinafter "Speedway" or "Red_River_Valley_Speedway"], and welcomes you to its fairgrounds located near West Fargo, North Dakota.
The Red River Valley Speedway is private property. Spectators and Participants [defined as Drivers, Car Owners, and Crew Members and other individuals as defined by WISSOTA Promoters Association, Inc.] are welcome to attend the activities at the facility for entertainment purposes, but the Speedway reserves the right to remove person(s) causing a disturbance or interference with the entertainment on said property.
COMPLIANCE WITH WISSOTA AUTO RACING RULES
The Red River Valley Speedway is a sanctioned event of WISSOTA Auto Racing. All rules, regulations, or standards currently utilized by WISSOTA Auto Racing are hereby incorporated by reference. A copy of the current WISSOTA Rules is available from the Race Director for a small charge, or it can be obtained from the WISSOTA Office:

Nothing set forth herein is intended to alter, change, or otherwise modify the rules, regulations, or standards presently utilized by the WISSOTA Auto Racing. If conflicts exist, the WISSOTA Auto Racing rules will be applied so long as the safety of the Participants is secured by implementing such standards.
RULE BOOK DISCLAIMER
The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all racing events, and, by participating in these events, all Participants are deemed to have agreed to comply with these rules. No expressed or implied warranty of safety shall result from the publication of, or compliance with, these rules and/or regulations. The rules are intended as a guide for the conduct of the sport and the rules are in no way a guarantee against injury or death to a Participant, spectator, or Track Official.
The Race Director shall be empowered to permit reasonable and appropriate deviation from any of the specifications herein or impose any further restrictions that in Race Director's opinion does not alter the minimum acceptable requirements. No expressed or implied warranty of safety shall results from such alterations of specifications. Any interpretation or deviation of these rules is left to the discretion of the Track Official(s). The decision of the Track Official(s) is final.
On occasion when situations arise that are not covered by written rules, special rulings may be put into effect by the Track Official(s). Once such rulings are acted upon, they become an act of policy and will be added to the existing rules of procedures.
SPEEDWAY'S TRACK OFFICIAL(S)
All racing events at the Red River Valley Speedway will be supervised by the Race Director. The Race Director will be assisted by four (4) assistants identified as:
- Technical Director
- Flagman
- Official Scorer
- Pit Supervisor
These individuals shall serve as the Track Official(s), and each Speedway Track Official shall have primary responsibility for duties generally associated with their specified function. In addition, each Track Official shall be responsible for supervising the employee(s) assigned to assist in the performance of such duties as assigned by the Race Director, the individual having the ultimate responsibility for all Speedway racing events. All employees or agents of the Red River Valley Speedway performing duties at the direction of any Track Official shall be due the same respect as any supervising Track Official.
ARTICLE II
RULES FOR SPEEDWAY'S PIT AREA
ADMISSION TO THE SPEEDWAY'S PIT AREA
Admission to the Speedway's pit area is a privilege granted to Participants so long as each Participant honors the Speedway's Track Rules, and respects the directives of the Pit Supervisor. The Pit Supervisor shall have the primary responsibility to see that Participants adhere to the following Pit Regulations:
REQUIREMENTS FOR ENTRY TO PIT AREA
1. KNOWLEDGE OF TRACK RULES:
Every person who enters the pit and racing area, or participates in competition sanctioned or promoted by the Red River Valley Speedway does acknowledge, represent, and warrant that he or she has read, understands, and agrees to abide by these Track Rules in their entirety. Ignorance of the Track Rules will not be tolerated as an excuse. Application or permission to participate or enter the grounds of the Speedway shall constitute acceptance of the same. Drivers and Car Owners are urged to share these Track Rules with their Crew Members, or guests. These rules are effective upon publication by the Red River Valley Speedway, regardless of when a person is subject to the Track Rules, or receives actual notice of the Track Rules.
2. WAIVER AGREEMENT
All persons entering the pit area must read, understand, and sign the Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement ["Waiver Agreement"]. Each Driver or Car Owner seeking to participate in a Speedway racing event will receive a copy of these Track Rules at the time of their first appearance at the back gate for the racing season, or before. Driver(s) and Car Owner(s) are urged to share the Track Rules with all Crew Members so that they fully understand what each Participant is signing for each event [or for the racing season].
3. SIGNATURES REQUIRED
Each Participant must be able to print and sign his or her own name on the required Speedway Waiver Agreement to enter the pit area. The person must complete and sign the required Speedway's Waiver Agreement, which will be thereafter retained by the Speedway for the entire racing season. Speedway's Waiver Agreements for persons under the age of eighteen will also require the consent of a parent or court-recognized guardian evidenced by a notarized signature. The Driver must also fully complete the Speedway's Driver Information Sheet prior to any participation in a racing event. A copy of the Speedway's Driver Information Sheet is attached as an addendum.
4. NO ADMISSION IF UNDER THE INFLUENCE OF ALCOHOL OR DRUGS
Any Participant who arrives at the Speedway under the influence of intoxicants [alcoholic beverages] and/or narcotics [controlled substances] will be denied participation in the events of that day. There are no exceptions to this rule.
5. NO GLASS CONTAINERS OR ALCOHOLIC BEVERAGES
No alcoholic beverages or glass containers will be allowed into the pit area at any time. The pit area is defined as being the area inside the race track for purposes of this specific rule of conduct. Red River Valley Speedway reserves the right to check any car hauler, trailer, race car, or other vehicle seeking entry to the pit area for narcotics [controlled substances] and/or intoxicants [alcoholic beverages]. Participant's admission to the pit area also acts as Participant's consent to a subsequent check by Speedway security personnel at any time – even after entry to the pit area. Refusal to allow a subsequent check will result in the immediate removal of the car hauler, trailer, race car, or other vehicle, and any associated Participant from the pit area.
6. SIZE OF COOLERS
Coolers can be brought into the pit area so long as no cooler side exceeds forty (40") inches. Speedway Security Personnel will check the contents at the back gate. Please be cooperative and allow Speedway Security Personnel to check any coolers inside your vehicle(s).
7. PUBLICITY PICTURES
In consideration of entering into any of the scheduled events, Participants [Drivers, Car Owners, crews, pit-people or agents] agree (a) to permit Speedway and its assignees, the use of their names and pictures, and the picture of the car for advertising and publicity before and after any racing event, and (b) to relinquish all rights to any photos should Speedway so request.
8. PAID GATE ADMISSION
Each Participant shall have paid the Speedway's gate admission.
ARTICLE III
RULES AFFECTING ALL PARTICIPANTS
RULES FOR CONDUCT OF PARTICIPANTS IN PIT AREA
1. ALCOHOL USAGE IN PIT AREA
No person allowed entry into the pit area shall drink intoxicants [alcoholic beverages] and/or use narcotics [controlled substances] during a racing event. Alcoholic beverages lawfully purchased from the Speedway can be lawfully consumed in the pit area after the completion of the entire racing program. Alcoholic beverages brought into the Schatz Back Lot area can be lawfully consumed so long as the Participant does not enter the racetrack or the pit area within the racetrack in possession of any alcoholic beverages.
2. CONSENT TO TESTING
Any Participant [Driver, Car Owner, Crew Member] reasonably suspected of using narcotics [controlled substance] and/or intoxicants [alcoholic beverages] may be subject to testing at the request of the Race Director. Any Participant refusing testing will not be allowed to participate in any further racing for that day's racing event. Any refusal of testing will result in the revocation of Participant's right to remain in the pit area. Pit Supervisor, with the assistance of Speedway Security Personnel, shall secure Participant's property, if any, only to be released to Participant thereafter when deemed by Pit Supervisor to be reasonably possible.
3. DISPLAY OF WRISTBANDS REQUIRED
Wristbands must be worn at all times. Failure to do so will require the purchase of another pit pass.
4. RESTRICTIONS ON CHILDREN, BABIES OR PETS
All children under age 18 are required to be supervised by an adult. All children under age 14 [13 or below] must be in the actual company of an adult at all times. No baby's [or baby strollers] in the pit area [the baby must be inside a vehicle at all times, if present]. No pets in the pit area. Any violation of this rule will result in immediate expulsion of the affiliated Race Driver [and all Crew Members] and loss of all purse and points [if loss of points is allowed by WISSOTA Rules] for the race event. Subsequent offenses in a single season will result in another expulsion of the affiliated Race Driver [and all Crew Members] along with the possible penalties [the subsequent offense shall be regarded as a second offense] provided in 11 of the Special Rules of Racing on the Racetrack [page 20].
5. NO DUMPING
Anyone caught dumping, or if it can be proven that they have dumped, anything that is environmentally unsafe, such as oil or tires, will be barred from the pit area for ONE (1) year and will incur a fine of $500.00. If the dumping is done by a Driver, Car Owner, or a Crew Member, the Driver will lose all winnings on the date of the dumping and all accumulated points for the season. In addition, anyone dumping will be responsible for the cost of any environmental clean-up. Inadvertent mechanical failure resulting in loss of engine fluids does not constitute an act of dumping, but when it occurs in the pit area [as compared to the race track], Speedway expects that reasonable efforts to contain, and clean up, the resulting spill will immediately be undertaken.
This is a "Serious Violation"; sanctions can be summarily imposed, but a written "Initial Determination" must be prepared and served in accordance with Article V [Suspensions/Fines & Appeals Process].
6. DUTY TO MAINTAIN SAFETY WATCH
When in the pit area, it is each Participant's responsibility to maintain a constant watch for your own protection, and the safety of everyone else. If you witness any act deemed unsafe, bring it to the immediate attention of anyone in danger, and report it to any Track Official, or Speedway employee.
7. ULTIMATE RESPONSIBILITY FOR PARTICIPANTS ASSOCIATED WITH A CAR
Driver assumes responsibility for all actions of the Crew Members, Car Owner, sponsors, guests, and themselves at all times. The Driver shall be the sole spokesperson for the car and Crew Members in any and all matters pertaining to the race event, and with Track Official(s) in charge of the Speedway.
8. NO DISTURBANCES
Anyone leaving his or her pit area to go to another pit area to cause a disturbance may be suspended by Track Official(s) for whatever period of time is deemed necessary.
9. WEAPONS PROHIBITED
Firearms, and any type of weapon, are absolutely prohibited at all times on the grounds of Red River Valley Speedway, as the facility is private property. At any time, the display of any type of weapon, or threat of bodily harm, may result in permanent suspension and arrest.
This is a "Serious Violation"; sanctions can be summarily imposed, but a written "Initial Determination" must be prepared and served in accordance with Article V [Suspensions/Fines & Appeals Process].
10. OTHER MOTORIZED VEHICLES
Owners of ATV's, or other motorized vehicles, are responsible for their use, and all injuries that could occur. All ATV's, or other motorized vehicles, must prominently display the race car number of the affiliated Race Driver. All ATV's, or other motorized vehicles, must be properly licensed and insured, and can only be operated by individuals possessing the appropriate state license. Speeding or reckless driving will not be tolerated in the pit area [or on the racetrack if used to check the racetrack's condition].
11. PIT PARKING
The Pit Supervisor shall have the authority to designate specific areas for location of the race car based upon the size and height of the car or race car's hauler/trailer. Large or tall car haulers/trailers will be automatically assigned to the Schatz Back Lot. Parking in the pit area within the racetrack will also be designated by the Pit Supervisor based so as to provide race fans seated in the Grandstand an unobstructed view of the entire racetrack when possible.
ARTICLE IV
SPECIFIED RULES OF RACING
RULES OF RACING
Admission to the Speedway's racetrack is a privilege granted to Participants so long as each Participant honors the Speedway's Track Rules, and also respects the directives of the Technical Director and Flagman.
The Technical Director shall have the primary responsibility to see that Participant(s) adhere to the technical and safety standards imposed by WISSOTA Auto Racing and the Red River Valley Speedway, and only cars meeting such standards will be allowed access to the racetrack.
Upon entry of the racetrack, the primary responsibility for the operation of the cars and the racing event belongs to the Flagman. Participants must follow the following Basic Rules of Racing:
BASIC RULES OF RACING [ALWAYS APPLICABLE]
1. FLAG STAND AND SCORE BOOTH OFF LIMITS
The flag stand and score booth are off limits to Drivers, Car Owners, Crew Members, and the general public. Access to the score booth may be permitted by Speedway Track Official(s) only by prior written invitation of the Race Director or Scoring Official.
2. INDEPENDENT CONTRACTORS
Drivers are independent contractors assuming all responsibility for money received as a result of their activities, including but not limited to, income taxes, FICA, other withholding taxes, and workman's compensation. Drivers, Car Owners, and Crew Members are not employees of the Red River Valley Speedway.
3. LIMITATION ON BENEFITS
Drivers understand that Red River Valley Speedway does not have any insurance policies or insurance coverages that would cover Driver(s) for accidental injuries or death, which are the results of external, violent, and visible means sustained in speedway activities. Drivers are encouraged to procure their own insurance coverages for accidental injuries or death arising out of participation in the sport of racing.
4. LIMITATION OF LIABILITY; NO LIABILITY EXISTS
The Red River Valley Speedway is not liable for injuries occurring to Driver in speedway activities, and Driver unconditionally releases and indemnifies Red River Valley Speedway against injury or damages, regardless of the nature of the injury or death.
5. NO DRIVERS UNDER AGE 16; PARENTAL CONSENT REQUIRED FOR EACH RACING EVENT
Drivers must be at least 16 years of age, and possess a valid drivers license issued by the State of North Dakota, or another state. Drivers under the age of 18 must complete and sign Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement ["Waiver Agreement"] which also contains a Parental Consent prior to each race event [only valid for a maximum three (3) day period]. Said Waiver Agreement's Parental Consent must be executed by a parent or court-recognized guardian evidenced by a notarized signature for each race event.
6. INSPECTION OF CAR
Speedway and/or Track Official(s) reserve the right to reject any car and/or Driver without recourse. Only suitable cars will be approved for competition. All cars and Drivers are subject to inspection at any time by the Technical Director or Race Director [or anyone designated by either the Technical Director or Race Director]. No car deemed unsafe or illegal by a Track Official will be allowed on the racetrack at any time. If a car has been found illegal, upon Driver's next visit to the Speedway, the car will be subjected to a technical investigation, with special emphasis on the specification causing the car to be deemed illegal, prior to the racing events.
It is the Driver's responsibility to know and understand the rules of WISSOTA Auto Racing and the Red River Valley Speedway before participation. Cars that do not pass inspection, or those that do not meet minimum requirements set by the Speedway and/or Technical Director will not be able to compete. NO REFUNDS WILL BE GIVEN, AND ANY POINTS AND MONIES EARNED THAT NIGHT WILL BE FORFEITED.
7. PROHIBITED EQUIPMENT
No mirrors, radios, cameras, or two-way communication equipment will be allowed. No on-board computers, or any computer adjustable devices will be allowed.
A fully operational RaceCeiver, or a comparable one-way communication device, only set to receive broadcasts on one channel utilizing the Speedway's announced frequency, is mandated for all Drivers. The possession and use of such one-way communication device will not constitute a violation of this rule so long as the Driver possesses only one (1) such device. No race event will be stopped to allow a Driver to comply with this rule requiring an operating RaceCeiver. In the event a Driver is determined to possess a non-functioning RaceCeiver, the Driver will be expected to exit the racetrack for repairs or replacement, and upon re-entry, the Driver will be placed at the tail of the field.
8. REQUIRED EQUIPMENT
Mufflers meeting WISSOTA Auto Racing rules, regulations, or standards are required in all classes.
9. COURTESY RULE FOR DISTANT DRIVERS
Speedway encourages cars from distant racetracks to participate in Speedway racing events. Any car from another racetrack with minor rule differences [but still complying with WISSOTA Auto Racing's rules, regulations, or standards] may, at Racing Director's discretion, race on that night [or for the duration of the advertised racing event], but the Driver and Car Owner will be notified in writing of any necessary modifications, and the car will have to be legal on the next visit to the Speedway. No violations of identified safety specifications can be permitted under this courtesy rule.
10. LINE-UP PROCEDURES: HEATS
The Race Director will determine the number of qualifying heats to be run for the evening based on car registrations for the racing event on the following criteria: no less than six (6) cars will be in any heat; twelve (12) cars will be divided into two (2) heats; twenty-three (23) cars will be divided into three (3) heats; thirty-four (34) cars will be divided into four (4) heats; and thereafter, for each eleven (11) cars, another heat will be added. When divided into more than one heat, the number of cars in each heat will be no more than one (1) car different.
Pill Draw: A car's representative will draw a pill for heat race line-ups. The car must be in the pit area when the pill is drawn. Pill cut-off will be forty-five (45) minutes prior to the start of the first race event. Any late arrivals will start at the rear of the heats in a first-come, first-served manner. If a car misses the heat races, the car will start at the tail of the consolation race ["consy"] or feature race, whichever is deemed appropriate by the Racing Director.
Cars are ranked in order by the pill that they draw, from lowest to highest. Cars are placed in order for the heat races, with the lowest pill number earning the pole for the first heat, second lowest pill number earning the pole for the second heat [or outside pole for first heat if only one heat], and so on. This process of assignment is done until each car has a starting berth in a heat race. Cars arriving late may or may not cause changes, at the discretion of the Race Director.
Line-ups will be posted on the Pit Board next to the Pit Office. It is each Driver's responsibility to be in line, on time, and prepared to race. Track Official(s) will not come looking for any car or Driver.
The Driver will be responsible for proper placement in the line-up for the race event.
Cars will enter the line-up area as directed by the line-up officials. When authorized by Speedway officials, cars should enter the racetrack at a slow and steady pace, double file, with the expectation that the green flag will be displayed at the start line in turn four (4).
Please note that the Speedway lineup is used only for regular nights of Speedway racing. Any race event run by any other sanctioning body may use its own system for determining starting line-ups or start procedures.
11. RACE DIRECTOR'S GENERAL CRITERIA FOR TRANSFERRING POSITIONS TO THE FEATURE EVENTS
If the car count is under twenty-four (24) cars for any class of competition, all cars will qualify for the feature race.
If the car count is just over twenty-four (24) cars, but no more than twenty-six (26) cars, the Race Director may exercise his discretion so that all cars may be allowed to start the feature race without requiring a Last Chance Race. If there are twenty-seven (27) cars or more, there will be a Last Chance Race.
The Race Director will announce his decision at the time of the pit meeting and the decision will be set forth on the posted line-up sheet on the Pit Board. The Race Director may cancel a Last Chance Race at any time [even during the Last Chance Race] should the number of cars actually intending to race in the feature event be reduced to twenty-six (26) or fewer cars.
When the heat races are run, the Race Director, Official Scorer, and Flagman will determine the official finishing order. A specified number of the top finishers will transfer to the feature race, with the remainder of finishers placed into one or more Last Chance Races.
FEATURE POSITIONS
The Point Average System mandated by WISSOTA Auto Racing Rule 2.6 will be followed for all regular weekly events at the Red River Valley Speedway except for the season championship race event(s). Under Rule 2.6, a point-average system, involving a draw for the heat races [as set forth above] and the use of a three-week point average (based upon the last three events that a competitor had completed in at that race track for the feature race) is presently contemplated to be the process for all regular weekly events except for season championship race event(s). The entire rule [and all components starting with Rule 2.6.1 through Rule 2.6.5, inclusive] is hereby incorporated by reference.
The Red River Valley Speedway will use straight-up starts, based upon accumulated points at the Red River Valley Speedway, for the season championship [August 22, 2008].
FEATURE GRID
The remaining finishers from each heat that did not participate in the feature race invert mandated by the Point Average System mandated by WISSOTA Auto Racing Rule 2.6 will transfer to the feature race based on their heat finish. Last Chance Races will be run to complete the feature starting grid of twenty-four (24) cars should there be more than one car entitled to claim the last position(s) to complete the twenty-four (24) car grid.
Last Chance Races will be lined up in straight-up order, according to the heat race finishes. The number of laps in Last Chance Races will be equal to the number of cars then racing, but not less than four (4) laps, nor more than twelve (12) laps. When the number of cars racing in the Last Chance Race equals the number of cars eligible to transfer to the feature race, the Last Chance Race may be discontinued in the discretion of the Racing Director.
A Last Chance Race is synonymous with "B Main", "consy", "consi", or "consolation race".
12. WHEEL PACKING
All cars must participate in wheel packing. If a car fails to participate in wheel packing without good cause, the Race Director may prohibit the car from participating in hot laps for the first violation of the season. Subsequent violations may result in the car being placed at the tail of the field for the heat race [second violation of the season], and ultimately, at the tail of the field for the feature race [third violation of the season].
13. RACE EVENT SAFETY
It is the duty of all Drivers, Car Owners, and Crew Members to bring to the attention of Track Official(s) any unsafe equipment, practices, or any rules infraction of any car or Driver.
All Participant(s) acknowledge that auto racing involves risk of death or serious bodily injury, and that by competing in an event, or being in close proximity to the racetrack where such competition occurs, the Participant(s) assume these risks with full awareness and knowledge of the consequences of participating in the sport of auto racing which possibly could be death or serious bodily injury.
Drivers specifically acknowledge, and are fully aware, that auto racing involves the risk of death or serious bodily injury, and further, that they participate as Driver having assumed these risks with full awareness and knowledge of the consequences of participating in the sport of auto racing which possibly could be death or serious bodily injury.
14. STOPPED CARS
If a Driver's car comes to a stop at any time on the track without blame affixed to another Driver, the Driver will go to the tail of the field without the need for any directive action on the part of the Track Official(s).
If a Driver has been stopped by a Track Official, or if Driver stops by a Track Official for safety reasons (such as loose seat belts, debris on track), the Driver will retain their race position. Any Driver that stops on their own for loose, or dragging parts, will be placed on the tail of the field [or possibly disqualified according to the decision of the Track Official(s)].
15. CAUTIONED CARS
Any car that is ruled by Track Official(s) as causing a caution on any lap will go to the tail of the field.
If a Driver is clearly trying to avoid an incident that has already occurred, and clearly does not make contact with the car causing the incident, then that car will be ruled as "not involved," and will be placed back into the running order where the car was were previously scored. The call on the caution car(s) will be a mutual agreement between the Flagman, Spotters, and the Race Director. These caution calls will be judgment calls made by our Track Official(s) made under stress and time constraints. Please be assured that the Track Official(s) will rule on these incidents as consistently as possible. Drivers should not expect to get a position back until a Track Official decides that the position of the car will be restored.
16. DRIVER EXITING CAR
Any Driver who gets out of their car, or unbuckles during a caution period, is finished for the race. Track Official(s) or safety crew members can advise Drivers of any damage to their cars, but no one can do work on the car(s). The Driver must stay with the car as it is towed back to the pits. Any Driver leaving their race car to argue with Track Official(s), or other Participants, will be subject to disqualification and/or suspension.
17. LAPPED CARS
Lapped cars will not hold their positions in restarted races. Lapped cars will be placed at the tail of the field in their actual position on restarts. Lapped cars are responsible for holding their line in all races all the way around the track. If a Driver is running high, stay high; if a Driver is running low, stay low.
18. RED FLAG
Under red flag conditions, all Drivers must stop as quickly, and safely, as possible. Do not drive through the accident scene! Emergency entrances and pit entrances of the racetrack cannot be blocked so Emergency Personnel can get to the accident scene as quickly as possible.
19. CONDITIONS FOR WORK UNDER SPECIFIC FLAG CONDITIONS:
RED FLAG CONDITIONS
Track Official(s) are determining the extent of the dangerous conditions. No one is permitted on the track. Drivers are to remain in their cars. There will be no work on car(s) on the racetrack. Wait for further direction from Track Official(s).
RED FLAG CONDITIONS, CLOSED RED FLAG
Clean-up time has been determined by Track Official(s) to be minimal. No one is permitted on the track. Drivers are to remain in their cars. There will be no work on car(s) on the racetrack.
YELLOW FLAG CONDITIONS [CAUTION]
No one is allowed on the racing surface during a race under a yellow flag [caution]. In the event of a wreck ONLY Emergency Personnel and Speedway officials are allowed on the racetrack. Any Crew Member, family member, or spectator(s) entering the racetrack will be subject to suspension, or ejection, unless invited unto the racetrack by a Track Official. There will be no working on cars on the racetrack. A Track Official may check a car for safety reasons. All work on a car must be done in the pit area. Any car going to the pits will restart at the tail of the field.
20. DAMAGE TO CARS
If a Driver is involved in an accident, and the Driver has a part that is about to come off, Track Official(s) will attempt to remove the part, or adjust the sheet metal or tubing, so the Driver can continue to race. If Track Official(s) cannot remove or adjust the part within a very short period of time, and without the assistance of tools or excessive force, the Driver will be requested to leave the racetrack.
21. SWITCHING CARS, DRIVERS, OR MOTORS
No switching of cars, Drivers, or motors will be allowed during the race.
The Driver may qualify only one car in a class. In the event of a wreck in practice prior to the heat races, the Driver will be allowed to qualify another car provided the second car has not yet been qualified by another Driver. The Driver must verbally inform the Race Director or Flagman prior to any attempt to switch cars. No car changes [no replacement cars] are allowed after the heat races.
If a Driver changes motors between the qualifying event [heat race or Last Chance Race], and the next event, the Driver will start at the tail of the field in the feature event. This motor-change rule does not apply to multiple-day events.
So long as the number of race cars does not exceed twenty-four cars, alternate car(s) may be added to the feature race field [based on order of finish in the heat races] if the initial green flag has not been waved. No car(s) will be added to the feature race field once the green flag is waved. Alternate cars will not be allowed if it will cause any appreciable delay in the start of the feature race.
22. PURSE PAYOUT
To receive any monetary awards, a Driver must take the green flag, and complete one lap for that race. A Driver will not be paid simply because the Driver qualified for a race, or merely took the green flag.
23. WEIGHING THE CAR
Under no circumstances will a Driver drive by or stop at his/her trailer before weighing after any race. The number of cars that will be weighed from each race will be announced at the Drivers' meeting, but never less than the first five (5) finishers of each race. Each Driver must drive directly to the scales, without stopping, and line up for weighing. There are no exceptions to this weigh-in requirement. Failure to comply will disqualify the Driver for the race.
24. TIME LIMITS:
Heat Races, B Main Races
To expedite the racing program, each race shall have a time limit of one and one-half (1½) minutes per lap [such as 8 laps or 12 minutes], but never less than 20 minutes, in all classes. Red flag time is not counted against the time limit. If the time limit is reached under the yellow flag, the race will be restarted one final time. When a time limit has been reached under the green flag with three (3) or fewer laps remaining, the race will continue unabated without regard to the time limit. However, in the event of a subsequent yellow flag, cars will be scored as to where they would have lined up on a restart. This time and scoring system will be used on all heats, and in any B main or other race [other than a feature race].
Feature Races
The feature race of each class shall have a time limit of one and one-half (1½) minutes per lap [such as 8 laps or 12 minutes], but never less than 25 minutes. Red flag time is not counted against the time limit. If the time limit is reached under the yellow flag, the race will be restarted one final time. When a time limit has been reached under the green flag with five (5) or fewer laps remaining, the race will continue unabated without regard to the time limit. However, in the event of a subsequent yellow flag, the race will be restarted only one more time; in the event of a second yellow flag after the final restart, cars will be scored as to where they would have lined up on a restart.
25. LAP DEFINITION
The first lap of any race is considered complete when the racing field has passed the flag stand [non-racing cars not affecting other racing cars will be disregarded when possible]. After the first complete lap, a lap is considered a complete lap when the leader has passed the flag stand [but still subject to placement in correct racing order by Track Official(s) in the event of a yellow flag or red flag]. Once the yellow flag or red flag is displayed, all scoring stops. Do not race back to the flag stand. The remainder of the field will be filled in from the last completed lap according to the records of the Official Scorer.
26. ARGUING CALLS
No one is allowed to argue any call with Track Official(s) while a race is in progress. Calls will be made to the best of the Track Official's abilities, and calls will not be changed.
No Participant shall subject any Track Official to verbal abuse, physical abuse, or improper language at any time [on or off the racetrack]. The Driver must assume responsibility for the actions of their crew, the Car Owner, and themselves.
Fines and/or suspension will be levied if necessary to any situation. The imposition of fines or suspension will be done in accordance with the procedure and rules hereafter set forth.
27. VIOLENCE OR ASSAULT [PHYSICAL OR VERBAL]
There will be absolutely no fighting for any reason. Abusive or improper language by anyone will not be tolerated at Red River Valley Speedway. Any type of physical assault towards anyone may result in an arrest by law enforcement officers. Speedway does not tolerate any fighting, un-sportsman-like conduct, verbal abuse, or unprofessional displays of anger, frustration, or disgust.
Should any Driver, Car Owner, or Crew Member engage in fighting or assault, Track Official(s) will be justified in suspending other individuals associated with the car if deemed necessary to prevent future difficulties. Drivers are reminded that they are responsible for selecting Crew Members that have a positive impact upon the sport of racing, and the success of their race car.
Fines and/or suspension will be levied if necessary to any situation. The imposition of fines or suspension will be done in accordance with the procedure and rules hereafter set forth.
Physical violence or assault is a "Serious Violation"; sanctions can be summarily imposed, but a written "Initial Determination" must be prepared and served in accordance with Article V [Suspensions/Fines & Appeals Process].
28. EXITING THE RACETRACK, SCORING
If more than one car exits the race on the same lap, their finish will be determined by their last completed lap.

30. CONDITION OF RACETRACK
No Driver, CarOwner, or Crew Member will have any claim for damages or expenses against the Speedway, its employees, agents or representatives, nor any Track Official, by reasons of disqualification, damages to the car, or injuries to the Driver, Car Owner, or Crew Member [or any Participant as defined by WISSOTA Auto Racing]. All parties agree that the racetrack, pit areas, and other Speedway grounds are considered safe if they take part in the race event.
31. PUBLIC DISPLAYS ON CARS & PUBLIC COMMENTS
No public address interviews, display of signs, or paintings on race cars that use obscenity or profanity, or are considered in bad taste by Track Official(s), will be permitted.
32. DRIVER'S APPAREL
All Drivers must be fully dressed to meet WISSOTA Auto Racing rules. Drivers must wear a full fire suit while driving their car. It is highly recommended that all Drivers wear fire resistant underwear, socks, shoes, gloves, and hood. All Drivers must wear helmets. All Drivers must utilize a five point racing harness. Belts are subject to inspection at anytime. Cars under power must be driven by a Driver wearing a helmet and fully suited. Cars will not be pushed off unless the Driver is wearing a helmet and is fully suited.
33. SAFE SPEED IN PIT AREA
Excessive speeding in the pit area will not be tolerated, and such safety violation will subject the Driver to a fine, suspension, or even expulsion.
34. NO ENTRY OF RACETRACK WITHOUT THE PRESENCE OF FLAGMAN AND EMERGENCY PERSONNEL
All required emergency personnel and Flagman must be present before hot laps or any racing competition takes place on the racetrack.
The Flagman, or one of his assistants, will always be in the flag stand when cars are authorized to be on the racetrack. If no one is in the flag stand, do not enter the racetrack in a motorized vehicle for any purpose.
35. PHYSICAL EXAMINATION OF DRIVER
At the reasonable request of the Race Director, a Driver can be required to submit to a physical examination at the sole expense of the Speedway. The results of the physical examination shall be kept confidential except to the extent necessary to divulge such results to enforce any decision of the Track Official(s) where such results are deemed relevant.
Any Driver refusing to submit to such physical examination will not be allowed to participate in any further racing for that day's racing event. Said Driver will not be allowed to thereafter participate as a Driver at the Speedway until submission of a medical report [at the sole expense of the Driver], signed by a licensed Medical Doctor of Driver's choice, representing that Driver is at that time [bearing a date after the reasonable request of the Race Director] in good physical and mental health, and that Driver has no infirmities, illnesses, or diseases that would subject Driver or other Participants to potential harm by Driver's participation in the sport of auto racing at the Speedway.
36. INJURED DRIVER(S) OR CREW MEMBER(S)
Any injured Driver(s) or Crew Member(s) shall not participate in any race event without approval of Race Director. Race Director has the right to request a doctor's report, or release, identifying the nature of the injury and containing a representation that the injury will not subject the Driver, Crew Member, or other Participants to potential harm by the participation of the injured person in the sport of auto racing at that time.
37. RAIN-OUTS/CANCELLATIONS/UNCOMPLETED EVENTS & PURSE PAYOUT
Track Official(s) may cancel a race if dangerous or unsafe conditions exist. If the race is called because of an accident or weather, the payoff will be based on the last completed green flag lap. All cars involved in the final caution will be scored at the end of the last completed lap. For the race to be considered official so that a purse will be paid to the Driver(s), at least fifty (50%) percent of the scheduled number of laps must have been completed.
If the races are cancelled prior to the completion of all of the heats and preliminary events, a "rain-out" will be declared. Purchased tickets will be good for any regular Speedway race event for the remainder of the year (excluding World of Outlaws racing or similar racing events) at face value. If an increased admission event occurs in one of the following weeks, the ticket holder may use the rain check ticket, and pay the difference. No cash refunds will be given for the difference in the ticket prices in any case.
Pit admission "rain-out" tickets will be provided to each Participant when the race event is cancelled. The return of the pit admission "rain-out" ticket actually provided to the Participant will always be necessary for any credit from the Speedway because the "rain-out" ticket can be transferred to others.
If all of the heat and preliminary races, or any part of the feature races have been completed, and the weather forces the racing program to be cancelled, there will be no "rain-out." Make-up features will be run on the next regular night of racing, or on a later regular night of racing as determined by the Race Director [when too many feature races would otherwise result], and no new cars will be added to the field.
If feature race event(s) are cancelled, but the show is considered a complete show without utilization of a rain date, the total feature purse for the cancelled feature race event(s) will be split equally among the qualified Drivers so long as less than fifty (50%) of the feature races' laps have not been completed. Track Official(s) reserve the right to choose a different scenario that best fits the interest of Speedway, which may or may not include a make-up night, or refunding of all gate receipts [under exceptional circumstances].
If cancellation occurs after all of the preliminary races are completed on day one of a two-day show, no new cars will be able to compete on the second day in a consolation ["consy"] race or a feature race unless the car was in the pit area on the first day of the two-day racing show.
38. MANDATORY ONE-WAY COMMUNICATION DEVICE
A fully operational RaceCeiver, or a comparable one-way communication device, only set to receive broadcasts on one channel utilizing the Speedway's announced frequency, is mandated for all Drivers in all classes of auto racing at the Speedway. Should Track Official(s) suspect the existence of a second communication device, or the possibility of a one-way communication device capable of rapid channel change by the Driver, the Track Official(s) have the right to conduct an immediate search of any suspected Driver and car. The possession of a second communication device [one-way or two-way], or the mere possession of a one-way communication device capable of rapid channel change by the Driver, shall result in the immediate disqualification of the Driver who will be rendered ineligible for the race event's purse.
39. MANDATORY NUMBERING/LETTERING OF RACE CARS
Compliance with WISSOTA Rule 2.9 entitled, "RACE CAR NUMBERS/LETTERS" is mandatory. Numbers/letters must be at least eighteen (18) inches high, may consist of any combination of no more than three (3) numbers and letters, must be in a contrasting color to the background color, and must be neatly painted on both door panels and on the roof facing the grandstand. Reflective, mirror-like, or prismatic numbers are not allowed. Hard-to-see car colors [black, navy, maroon, brown] are strongly discouraged. A six-inch-by-six-inch number of contrasting color must be on the front of the car as well as the back of the car.
SPECIAL RULES OF RACING ON THE RACETRACK
Access to the racetrack is a privilege. Only Speedway Track Official(s) and their employees, Emergency Personnel, and Security Personnel may be on the racetrack when the Flagman is not present in the flag stand. Driver's access to the racetrack will be subject to the Basic Rules of Racing and the following Special Rules of Racing:
1. ROUGH DRIVING
Any Driver committing unnecessary contact, harassment, or using any driving tactic that is considered dangerous by the Flagman or Track Official will be deemed rough driving. This rule prohibiting rough driving applies to hot laps, heat races, preliminary races, and feature races. Reprimands for rough driving are covered in the Rules of Procedures.
2. SAFETY LIGHTS & FLAGS
Safety lights and flags are to be obeyed at all times. This rule will be strictly enforced.
3. ENTRY TO RACETRACK
Entry to the racetrack from the pit area is only allowed in turn one (1) when safe and specifically permitted by the Track Official on duty in that area.
If a Driver is a lap down and enters the pit area for any reason when otherwise authorized, the Driver may return to the racetrack only from turn one (1) when permitted by the Pit Supervisor, but never after the green flag for the restart of the race.
4. NO PASSING PACE CAR
No passing of the pace car will be allowed. Passing the pace car will result in the Driver going to the tail of the field. If the offending Driver is already scheduled to be on the tail of the field, then the Driver will be charged with one caution.
5. PACE OF INITIAL START
The pace to be used for all starts, and restarts, will be set by the leader, and, when present, shall be at the pace car speed. Cars must stay in order, and side-by-side. The pace may not be too fast or too slow, as determined by Track Official(s). A leader who sets a pace that is too slow or too fast may be sent to the tail of the field by the Flagman.
6. ACTIONS BY FLAGMAN:
GREEN FLAG START
All original starts will be in turn four (4) at the discretion of the Flagman. The race is officially started when the Flagman waves the green flag.
Any car(s) involved in a spin or accident before the green flag, or before the completion of lap one, will go to the tail of the field.
Any car(s) that stop on the racetrack, or any car(s) that pass before the green flag is displayed will go to the tail of the field. If the race goes green the rest of the way, the finish will be adjusted accordingly by the Race Director, Flagman, and Scoring Official.
Alternate car(s) may be added to the feature race field if the initial green flag has not been waved. No car(s) will be added to the feature field once the green flag is waved.
YELLOW FLAG
The effect of a yellow flag in a feature race is different than a yellow flag in any other race [heat race or Last Chance race].
YELLOW FLAG IN A FEATURE RACE
If at any time a Driver stops on the racetrack [except to avoid a racing incident caused by another Driver], or causes a yellow flag condition, the Driver will be sent to the tail of the field. Once a Driver has caused two (2) yellow flags or two (2) red flags, or any combination of the two, in the same race event, the Driver will be immediately black-flagged and rendered ineligible for the race event's purse.
In a feature race, the fourth (4th) yellow flag, and all subsequent yellow flags, will be considered as black flags and the Driver must immediately leave the racetrack.
If a Driver leaves the racetrack and then returns, the Driver will be sent to the tail of the field.
Any car penalized for rough driving will be charged with a yellow flag.
A yellow flag will not be thrown for any car safely sitting off the racetrack's racing surface [inside the tires and not posing an immediate danger to other Participants].
When a yellow flag is waved, all Drivers will slow down, and remain in position. There will be absolutely NO racing to the yellow flag. Anybody caught racing to the yellow flag will be put to the tail of the field. Track Official(s) will put the Drivers back in proper order, but all Drivers are required to strictly respect the correct racing order when the yellow flag is waved.
All cars that are involved in the cause of a caution flag will be put to the tail of the field.
If a yellow flag waves and no laps have been completed, it will be a complete restart in double file order, with the cautioned cars moved to the tail of the field.
If a Driver spins out and continues, but the yellow flag is waved as a caution, the Driver will go to the tail of the field.
A lap is considered complete when all the cars in the race event cross the finish line. It is within the Official Scorer's discretion to have a complete lap scored if all of the field has completed a lap except for the car(s) that are the cause of the caution flag.
As soon as a yellow flag or caution condition exists, all Drivers should form a single line, nose-to-tail, and no Driver should do any racing. Track Official(s) will correct the lineup when they receive it from the Official Scorer. All Drivers are reminded that the Official Scorer will go back to the previous lap completed.
No Driver may come out of the pit area if (a) a one-lap signal [white flag] has been given, (b) if caution lights are out [meaning the racetrack is running green], (c) if the Track Official on duty in turn one (1) deems entry to the racetrack unsafe, or (d) if a lap down and the green flag has waved for the restart. or (e) if a lap down and the green flag has waved for the restart. The Driver will be black flagged upon entry of the racetrack under such circumstances.
After a white flag is displayed, if a yellow flag or caution condition exists not caused by the leader, the race is over and the Official Scorer will score the race consistent with the resulting circumstances.
YELLOW FLAG IN A LAST CHANCE RACE, OR IN ANY RACE OTHER THAN A FEATURE RACE
If at any time a Driver stops on the racetrack [except to avoid a racing incident caused by another Driver], or causes a yellow flag condition, the Driver will be sent to the tail of the field.
After the first yellow flag, all subsequent yellow flags will be considered as black flags and the Driver must immediately leave the racetrack.
If a Driver leaves the racetrack and then returns, the Driver will be sent to the tail of the field.
Any car penalized for rough driving will be charged with a yellow flag.
A yellow flag will not be thrown for any car safely sitting off the racetrack's racing surface [inside the tires and not posing an immediate danger to other Participants].
When a yellow flag is waved, all Drivers will slow down, and remain in position. There will be absolutely NO racing to the yellow flag. Anybody caught racing to the yellow flag will be put to the tail of the field. Track Official(s) will put the Drivers back in proper order, but all Drivers are required to strictly respect the correct racing order when the yellow flag is waved.
All cars that are involved in the cause of the first caution flag will be put to the tail of the field.
If a yellow flag waves and no laps have been completed, it will be a complete restart in double file order, with the first cautioned cars moved to the tail of the field.

7. RESTARTS
All restarts will be single-file. Drivers must stay in single file order, strictly nose-to-tail, and may not pass until after the green flag.
8. DISQUALIFICATION
Any combination of two (2) yellow flags or red flags in one race event will result in a black flag. The Driver will be disqualified from that race event and rendered ineligible for the race event's purse.
9. DUTY OF POLE SITTER & JUMPING ON STARTS OR RESTARTS
The leader [pole sitter] will bring the field to a designated spot previously identified by the Race Director on the racetrack at a moderate pace (nose-to-tail). When this identified spot is reached, the leader must accelerate. The leader will start the race, and the remainder of the field must do so also. The leader has a duty to the rest of the field to facilitate an appropriate start or restart. Failing to obey start or restart rules will result in being sent to the tail of the field. If a Driver does not comply with the imposed penalty, the offending Driver will be black flagged, disqualified from that race event, and rendered ineligible for the race event's purse.
10. DRIVER'S DUTY TO EXERCISE PATIENCE
Drivers should exercise patience on the racetrack. Drivers should respect the other Driver(s) on the racetrack. Please realize that nobody wants any injury to the person or unnecessary and unneeded damage to any car(s).
11. PENALTIES
The following penalties will be imposed by the Track Official(s) for violations of the rules [penalties may be multiple for the same prohibited conduct]:
A. Any penalty set forth in the WISSOTA Auto Racing rules can also be assessed by the Red River Valley Speedway for the prohibited conduct identified in said rules.
B. Driver(s) black-flagged for blatant misbehavior such as rough driving, failure to obey Track Official(s), or deliberate interference with any race event, will be disqualified for that race event and rendered ineligible for the race event's purse. If the Driver is black-flagged twice in any seven (7) day period, the Driver is not eligible to participate as a Driver at the Red River Valley Speedway for next fifteen (15) consecutive days.
C. Driver(s) black-flagged for equipment failure or safety concerns by Track Official(s) shall receive the finishing position, pay, and points for last place of the race event if permitted by WISSOTA Auto Racing rules.
D. Any disorderly conduct, or assault [physical or verbal] by a Driver, Car Owner, or a Crew Member toward any other Driver, Car Owner, Crew Member, or Track Official will result in a disqualification for the remainder of the day's race events. The second offense will result in a disqualification, and the individual will not be eligible to participate in any capacity at the Red River Valley Speedway for the remainder of the year.
This is a "Serious Violation"; sanctions can be summarily imposed, but a written "Initial Determination" must be prepared and served in accordance with Article V [Suspensions/Fines & Appeals Process].
E. Any Driver who stops on the track to protest will be disqualified for that race event. The Driver will receive the finishing position, pay, and points for last place of that race event.
F. Any Driver, Car Owner, or Crew Member entering the scoring tower or flag stand without prior written invitation will be suspended for a minimum of two (2) weeks, and the car associated with the Driver, Car Owner, or Crew Member cannot be raced at the Speedway during the period of suspension.
G. Any Driver, Car Owner, or Crew Member violating any other Track Rule will be assessed a monetary penalty based upon the following concept: first offense of the season penalty is $100.00; second offense of the season is $250.00; third offense of the season is $500.00. Penalties must be paid before participating at subsequent Speedway race events.
The authority of the Red River Valley Speedway to impose penalties and/or disqualifications extends to anyone connected with the car, and includes conduct on and off the grounds of the Red River Valley Speedway. Upon receipt of information indicating that conduct off the grounds of the Red River Valley Speedway was prompted by any prior race event, the Speedway's Racing Director will conduct an appropriate inquiry to ascertain the circumstances which may result in imposition of appropriate penalties and/or disqualification from future participation in race events.
12. RACE SCORING
All scoring will be done at the start/finish line by the Official Scorer. Results and decisions will be made by the Official Scorer and/or Track Official(s) without any use of videos or pictures. Speedway may implement an electronic transponder system for scoring in the future which will require all Participants to utilize specialized equipment for scoring races but such decision will only be made after input from the Red River Valley Fair Association's Racing Committee and interested persons.
13. SPEEDWAY PURSE PAYMENTS
All purse payments to Drivers shall be paid to the designated payee set forth on the Driver/Car Registration Form by Speedway check mailed no later than six (6) business days following the race event. The purse payments for each class of cars will consist of the following: |
